March 22,202 - The Autonomous State Demand Committee (ASDC)
Dima Hasao District Committee flayed the State Government of Assam
and the Central Government for their apathy towards Dima Hasao, stated
its president Rathindra Thaosen today in a press release.
The ASDC, in the release
says that Dima Hasao is one of the most
hilly and backward districts of Assam, claiming that as ignored in the previous
Assam Budgets Dima Hasao district has been ignored in
infrastructures, institution, establishments and the likes that the
Government in the recent Session of Assam Budget have decided to provide
to other regions of Assam and there is no enhancement of allocation of funds on
different department in a justifiable manner in regard to Dima Hasao Autonomous
Council (DHAC), which has-without taking into account the woes of common
people-been underfunded on one pretext or other such as on the grounds of
C.B.I. probe being conducted on different departments in Dima Hasao district.
There is non-inclusion of (i) “any arrangement for the maintenance of the
functioning of Hill Queen train which runs between Lumding and Haflong” in the
current Railway Budget, (ii) “Provision of another allocation of fund to
expedite the ongoing Construction of Broad-Gauge Railway along the
distance in Dima Hasao district between Lumding and Silchar” in the current
Railway Budget and (iii) “Provision of another allocation of fund meant for speedy
execution of the works-Construction of Maha Sadak and its branch roads
under National Highway Authority of India in Dima Hasao district between
Lumding and Badarpur” in the current Union Budget . Besides that, the
government is not sincere about the genuine problems that Dima Hasao Autonomous
Council (DHAC) has been facing to meet the expenses of Normal employees’
salaries, of which the payment has not been made for the past 6 (six) months.
Thaosen
further stated “ It may be noted here that the funds of DRDA meant for Dima
Hasao district has often been squeezed in the State Govt level by making
cuts in the provision of DRDA funds on the grounds that the DRDA funds
previously provided to Dima Hasao district had been misused, and thus the cuts
in the allocation of DRDA funds has badly hit the common people of the rural
areas in Dima Hasao district, whereas no effective steps have been taken to
find and take action as per law against the persons for instance the
former Project Directors of DRDA and others who were involved in the misuse of
funds and whose assets are disproportionate to their known source of income. “
The ASDC Dima Hasao
District Committee took strong exception to such attitude of government that
it, without taking into account the economic plight of the common people, has
resorted to making such cuts in the allocation of fund of different departments
under DHAC on the grounds that there has been reports of misuse of funds,
corruption, the C.B.I. probe being conducted etc. in Dima Hasao district.
Whatever the reasons for happenings of such malpractices, corruption etc. in
the departments, it was the officials, political executives and officers
concerned that have been responsible for such cases ,but not the common
people who have often been underprivileged ,in Dima Hasao district and so the
onus on the government is to take effective measures to find and take action as
per law against the persons involved in corruption , misuse of fund etc. and,
if necessary for proper implementation of projects/schemes, depute the other
officers from State government to the departments replacing the officers named
in corruption charges in Dima Hasao district rather than cutting the
allocation of funds of different departments.
