Congress counters on CEM’s remarks on Panchayati raj system

 


Haflong, March 18, 2021 : Dima
Hasao District Congress Committee (DCC) spokesperson Samarjit Haflongbar on
Thursday clarified the criticism made by CEM NCHAC Debolal Gorlosa over
introduction of Panchayati Raj system in Dima Hasao district. 


He also said that
the Village Council is under the Sixth Schedule to the Constitution of India,
but Panchayati Raj system is under the 11th Schedule of the constitution.




CEM Debolal Gorlosa on Wednesday
alleged that the congress governed council led by it then CEM Debojit Thaosen
is the architect of the panchayati raj system and in 2012, at the meeting of
the Executive Committee, the Panchayati Raj Act was adopted and sent to the
Governor for approval. 


The CEM also said that they have sent a letter to the
Governor in 2019 demanding the withdrawal of the law which was discussed in the
council’s executive meeting in October 2019.




Haflongbar, who is also an former
MLA and CEM said that members of the then Executive Committee are now his
executive committee, so before blaming others the CEM should firstly look over
his house and decide who to blame.




Meanwhile in a separate
press-meet, ex CEM Debojit Thaosen said that the letter send to the Assam
Governor during his tenure is for approval of Village Council which has nothing
to do with Panchayati Raj and is also included in Memorandum of Settlement
(MoU) which was sign between now disband militant group DHD, Government of
Assam and Government of India. 


Thaosen
said that CEM Gorlosa has no knowledge between the two, so he is also confusing
the public too.




He also said that if a bill is
send to governor for approval its will not have take more than 6 months to
approve and no sarpanch were appointed at that time.

 He also question that if
the council’s executive committee have send a letter to Governor how can be the
now MACs of each constituency be appointed as ‘Sarpanch’?
