D C Begins NRC Form distribution at NSK Centre, Haflong



          Haflong, June 8: The exercise of updating the National Register of Citizens (NRC) enters a crucial stage with the commencement of distribution of forms on a pilot-basis at Haflong for the whole Dima Hasao district.Deputy Commissioner & District Registrar of Citizen (DRCR), Dima Hasao Ms Jury Phukan launched Pilot Project on Form receipt of National Register of Citizens (NRC) updating on 4th June 2015 in a ceremonial distribution of Form at NSK Centre (NRC Seva Kendra) in Depputy Inspector of Schools office complex,Haflong.

        On the occasion, the DC & DRCR Jury Phukan distributed the Forms to 5 (Five) Gaon Burahs of Haflong to mark the starting of the Form Receipt in Dima Hasao district, in the presence of NRC i/c Addl. Deputy Commissioner & Nodal Officer NRC ( ADRCR ) Si Im Taro and DPS Dipankar Borah and other staffs with a huge gathering.
      In the programme, the DC & DRCR also felicitated the first applicants with gamocha, who were Mohanlal Langthasa, Soma Tomba Singha, G.Vaiphei, Manga vaiphei and Jayananda Daolagupu. Many others also started receiving forms in the NRC Seva Kendra.
       Speaking on the occasion, the DC & DRCR Phukan thanked the applicants and praised NRC i/c  Addl. Deputy Commissioner & Nodal Officer NRC ( ADRCR ) Si Im Taro and DPS Dipankar Borah and other staffs for organizing such event. She also exhorted them to do their work diligently and faithfully.
          Earlier,  the ADC  & Nodal Officer NRC ( ADRCR ) Si Im Taro briefed on the purpose of the ceremony and also about the NRC set up as well as how a citizen can get registered. He also informed that Dima Hasao has only 5 (five) Development Blocks which are called Circle for NRC work. There are 5 (five) Circle Registrar of Citizen Registration (CRCR)/Circle Officers, who are the AROs of N.C.Hills Autonomous Council helping and under CRCR/Circle Officers, there are 28 Local Registrar of Citizen Registration (LRCR). Form will be distributed door to door in every house, as per the sources.
         According to  state level news report (AT), the NRC state coordinator Prateek Hazela said distribution of forms has already started in many districts, where the NRC sewa kendra has also received forty filled-up forms submitted by citizens.
          The forms - printed in three languages (Assamese, English and Bengali) - will have to be submitted at the NRC sewa kendras locally along with self-attested linkage certificates. The government has set up 2,500 sewa kendras in the State, Hazela said.There is also a provision for online submission of completed NRC forms.
        The government is in the process of launching the second phase of the awareness campaign to assist the people in filling up NRC forms correctly. Video tutorials with directions on how to fill up the forms have been uploaded in the NRC website.Hazela said verification of the forms will start after July 31, the last date of submission of forms. While the State government has sought Rs 498 crore for the colossal exercise, the Centre has sanctioned Rs 288 crore so far, of which Rs 140 crore has been already released. Hazela also said the State government is taking up with the Registrar General of India the issue of inclusion of additional supporting documents for people of the tea tribe community.
   As per the modalities, twelve supporting documents were prescribed in case any citizen is unable to find his legacy data code. These documents included pre-1971 LIC certificates, bank accounts, school certificates etc. However, there has been a demand from the tea community to include two other documents - pre-1971 PF statement and the birth certificate given by the garden management.
      “Many people from the tea community have stated that they neither could find their legacy data codes nor have any of the supporting documents. They have asked us to include these two documents in the list of supporting documents. We are taking it up with the RGI,” Hazela added.
