Special Session of N.C.Hills Autonnomous Council


BJP Proved to be Majority with 18 MACs,
Cong absent,BJP in a Position to News Form Ministry,
But No Discussion held, Session under Suspension, as CEM Debojeet Thaosen and Dy. Chairman T.K.Deb Resign


Haflong, October 17,2015 : The BJP party MACs proved themselves to be majority in the North Cachar Hills Autonomous Council with 18 MACs in a Special Session convened today on 17th October 2015 and the ruling Congress reduced to minority with only 11 MACs. The Chief Executive member of North Cachar Hills Autonomous Council  Debojeet Thaosen and Dy.Chairman Tushar Kanti Deb tendered resignation following their Congress Party reduced to minority in the Council, which was announced by the Chairman Ngamrothang Hmar in the session.
No discussion could be held in the session as the chairman left the hall just after announcing the resignations of the CEM and Dy.Chairman, stating that the question of ‘No Confidential Motion’ arise when the CEM have resigned and announced the session over.BJP MACs like Athong Lenthang, Prakanta Warisa, Mihir Gorlosa, Niranjan Hojai, Debolal Gorlosa and others urged the Chairman to stay and allow them discuss about the matter for next session as well as about the demands of the employees. Mr. Hmar, however, paid no heed but left the hall without discussion possible.

This left the future course of action in dark, no time fixed for next meeting but the session in suspension.
            Thereafter, the MACs present held discussion about their next step, and decided to forward the resignation letters of the CEM and Dy.Chairman to the Governor of Assam with a request to depute conductor for the next meeting, and other matters and left the hall.
            The BJP want to select its leader (CEM) soon to form new ministry. However, nothing is certain as there was no discussion. They all, then, went to BJP party office where they were received with warm welcome and felicitated by the party leaders and members with huge gathering.
            Earlier, the Governor of Assam P.B.Acharya directed the Chairman of N.C.Hills Autonomous Council to convene special session of the MACs on 17th October 2015, as per the order from Governor’s Secretariat, Assam Raj Bhavan, Guwahati NO.GSA. 462015/16,October 13,2015.
The order directed the Chairman, North Cachar Hills Autonomous Council, Dima Hasao, Haflong, stating “Please refer letter dated 10/10/2015 from Shri. Prakanta warisa,M.A.C. stating on behalf of 18(eighteen)Members of Autonomous Councilof N.C.Hills that the present Chief Executive Member (CEM) has lost the confidence of a majority of the majority of the members of the North Cachar Hills Autonomous Council and requesting for removal of the present CEM and formation of new Executive Committee.
            Accordingly, Shri. P.B.Acharya, Governor of Assam, after carefully considering the request and in public interest, in exercise of the powers conferred by Rule 36(5) of Assam Autonomous District (Constitution of District Councils Rules, 1951 (as amended), is pleased to irect you as the Chairman, North Cachar Hills utonomous Councilto hold a session of the Council especially for this purpose at 10:00 A.M. on 17/10/2015 (Saturday) for the members of the North Cachar Hills utonomous Council to take approppriate action in consonance with the rules and procedures enshrined in the Assam Autonomous District (Constitution of District Councils Rules, 1951 (as amended)” which was issued by            Ajay Tewari,Commissioner & Secretary to the Governor, Assam,Raj Bhawan,Guwahati.
            In this connection, the Haflong Times/Haflong News met A.Lenthang MAC, who arrived from Guwahati this morning. Lenthang said there will be strength test on 17th October and election of leader on 19th October and then election of Chairman and Dy.Chairman. The elected leader will become Chief Executive Member (CEM) and the new CEM will accordingly select/ appoint Executive Members (EM)from the MACs. He will also allocate portfolio to the EMs.
            On further enquiry,Lenthang stated that the strength of their party(BJP) become 18 (eighteen) MACs out of the total 28 (twenty eight) elected MACs of the Council and will form the Executive Committee (EC).That they will elect CEM on 19th October after no-confidence motion against the existing EC on 17th October.
            In the absence of the present Chairman, the Dy.Chairman will conduct the session or in his absence the Governor may delegate Deputy Commissioner to conduct the session. The Deputy Commissioner in turn may also ask the Secretary of legislative department of the Council or any other Secretary to conduct the session.However, the meeting for election of CEM, Chairman and Dy. Chairman will be conducted by the protem chairman/speaker to be elected on 17th October or later.
            Mention may be made here that there was no elected MAC in the last MAC election. The Election to the 11th North Cachar Hills Autonomous Council was held on May 20, 2013. The Congress had won 10 seats and the rest were won by Independents. Six Independents had joined the Congress to give the party the majority to form the council on May 28. After the formation of the council, three more Independents joined the Congress to take its strength in the council to 19.
            Subrata Thaosen, an Independent, joined the BJP party on April 1, 2014. He was followed by six other Independents - Debolal Gorlosa, Niranjan Hojai, Amendu Hojai, Thaisodao Thaosen, Biswajit Daulagupu and Athong Lienthang. Later, L. Hlima Keivom resigned from the Congress party in August and the two parliamentary secretaries, Khawvelthang Hmar and Ihuing Pame, resigned from the Congress on September 30.
            Then, five EMs of the Council belonging to the congress left the party, such as, Prakanta Warisa, Fleming Rupsi Shylla, Laltlansang Hmar, Ranu Langthasa and Suanthangjem Hrangkhol and four MACs like Mihir Gorlosa, Khawvelthang Hmar, Ihuing Pame and Hlima Keivom joined the BJP on October 9  at the state party office in Guwahati.
            Now, having no elected member in the last election, the BJP seems all set to form the Executive Committee within few days to come with two-third majority in the Council.
