Addl Court Inaugurated at Haflong
Haflong, November 28, 2020: The new Addl. Court Building, Dima Hasao
District Judiciary was today inaugurated by the Chief Justice (Acting) of Gauhati
High Court, Justice N. Kotiswar Singh,
in presence of Gauhati High Court Judge in-charge Administrative Department,
Justice Manas Ranjan Pathak, Portfolio Judge of the District of Dima Hasao
Justice Manish Choudhury and other dignitaries of the district.
The New Addl Court building was
placed after handing over of the Addl Circuit House by the Dima Hasao District
Administration to the District Judiciary. The renovation of the building was
done at approximate budget of Rs. 1 crore with three court rooms and one Legal
Aid Clinic to attend Legal Services.
With
the starting of the session which will help equality of opportunity in the
sense of improving access to independent and expeditious justice-delivery to
those in this district, said the Chief Justice K Kotiswar. He further added
that unlike the other regular inaugurations, starting of the Addl Court
Building court in Haflong is a milestone for the district in a 6th Schedule
land where there is an elaborate constitutional rights of its own as mentioned
in the constitution.
Also referring to the village court, council court , Justice Kotiswar said that the basic idea
is to secure all citizens of this country socially, politically and legally so
that justice prevails as it is the fundamental right of an individual. He
elaborately spoke about the preamble of the Indian constitution and the beauty
of its existence as an essence of the one nation.
Justice
Manash Ranjan Pathak also spoke about the how in Dima Hasao judiciary was
separated from Executive as per order from the Supreme Court of India in 2007
and the process since then resulted in
existence of the Dist Session Court at Jatinga near Haflong in the year 2017.
Justice
Manish Ranjan Choudhury who said that the starting of the Addl court room will
indeed be very helpful in fast disposal of the pending cases mentioning that
around 17,000 number of cases are pending as on 30th October last
with 6 court rooms at present Judicial court in Jatinga.
Welcoming
the dignitaries District Session Judge Abhijit Bhattacharyya spoke in depth
about the separation of the three wings of the government- Judiciary,
legislature and Executive. Also hopeful about the ease of accessible location in
the heart of the town, it will benefit the public tremendously as the aged,
economically lesser privileged etc will now have an improved access to justice.
Others
who spoke were Deputy Commissioner Paul Barua, Chairperson of NCHAC Ranu
Langthasa, Learned Public Prosecutor Secretary, Dima Hasao Bar Association Ajay
Chakraborty. The programme ended with a vote of thanks by Bankim Sharma, Chief
Judicial Magistrate of , Dist Judiciary.
Also
present during the programme were dignitaries like Executive Members of NCHAC
Samuel Changsan, Nandita Gorlosa, Principal Secretary Amitabh Rajkhowa,
Superintendent of Police Jayant Singh, Coouncill Secretaries, officials from
various departments and cultural troupes.
As a part of the programme various ethnic stalls were put up by the
department of Handloom & Textile, Agriculture etc.
